Ruth Davis The American ambassador Ruth Amy Davis was born May 28, 1943, and died May 3, 2025. David Davis was the 24th director general of the US Foreign Service. She was the first African-American to oversee the Foreign Service Institute and the first woman of color to be foreign service director general. In 2002, she became a career ambassador in the Senior Foreign Service. She was head of staff for the Africa Bureau of the U.S. Department of State.
Born in Phoenix, Arizona, Davis spent her childhood in the South. During family vacations, she observed segregation in restaurants and public facilities, which she had experienced as a child. Her Spelman College Magna Cum Laude and Berkeley Master of Science degrees were acquired. Davis was a Spelman Merrill Scholar in Europe and the Middle East.

Bush appointed Davis Director General of the Foreign Service in 2001. Prior to this role, Davis oversaw the Foreign Service Institute from 1977 to 2001.
In the US government, Davis was principal deputy director, assistant secretary for consular affairs (1995–1997), consul general in Spain, and ambassador to Benin (1992–1995). She then served as Howard University’s Ralph Bunche International Affairs Center’s Distinguished Advisor from 2003 to 2005. Davis joined the Foreign Service in 1969 and worked as a consular officer in Zaire, Nairobi, Kenya, Tokyo, Japan, and Naples, Italy, from 1971 to 1980. This Pearson Fellow returned to her hometown of Washington, DC.
Davis has increased the district’s diplomatic, economic, and international involvement. She was crucial to Atlanta’s 1996 Olympics candidacy and Barcelona’s 1992 Olympics.
The “Diplomatic Pioneer,” Davis, was instrumental in attracting more women and minorities to diplomatic posts overseas. She increased the number of underrepresented Foreign Service members throughout her term.
The American Foreign Service Association awarded Ruth A. Davis the 2016 Lifetime Contributions to American Diplomacy Award.
Davis headed IWEC from 2006 until 2023. Ambassador Ruth A. Davis has been ACE Global Leaders of Excellence Network Co-Chairwoman since 2022.
